Despite his platitudes and obfuscation, Kennedy dodged questions,&nbsp;pleaded&nbsp;ignorance, and attacked members when asked about the Trump Administration\u2019s ongoing efforts to undermine Head Start and child care across the country.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Andrea Paluso and Erica Gallegos, Co-Executive Directors of the Child Care for Every Family Network, released the following statement:&nbsp;<\/p>\n\n\n\n<p><strong>\u201cSecretary Kennedy\u2019s actions attacking Head Start and child care speak a lot louder than his platitudes in front of Congress. The reality is that Kennedy fired his staff working on child care and Head Start and delayed billions of dollars funding, forcing programs to close. Families across the country aren&#8217;t buying Secretary Kenendy\u2019s act, and we will continue to hold the Trump administration accountable for their anti-family policies.\u201d<\/strong><\/p>\n\n\n\n<p>See below for examples of Secretary Kennedy\u2019s claims in front of Congress and the facts surrounding each of them.<\/p>\n\n\n\n<p><strong>Kennedy\u2019s Claim:<\/strong>&nbsp;Secretary Kennedy first&nbsp;<a href=\"https:\/\/www.baldwin.senate.gov\/news\/press-releases\/watch-baldwin-presses-rfk-jr-on-mps-lead-crisis-head-start-closures-at-senate-hearing\" target=\"_blank\" rel=\"noreferrer noopener\">claimed<\/a>&nbsp;he did not know about any delays in Head Start funding, and then blamed workers inside HHS that want to make the Trump Administration \u201clook bad\u201d\u2013without providing any evidence.&nbsp;<\/p>\n\n\n\n<p><strong>Fact:&nbsp;<\/strong>There has been widespread reporting for months showing delays in Head Start funding, including some centers being forced to temporarily shut down until funding resumed.<\/p>\n\n\n\n<ul>\n<li>On January 27, the Trump administration issued a federal spending freeze, and though the freeze was blocked by a federal judge, Head Start centers immediately <a href=\"https:\/\/apnews.com\/article\/trump-federal-grants-pause-freeze-e5f512ae6f1212f621d5fa9bbec95e08\" target=\"_blank\" rel=\"noreferrer noopener\">lost access<\/a> to their funding.&nbsp;<\/li>\n\n\n\n<li>As of February 4, despite the federal injunction and the Trump administration claiming it had rescinded the freeze, at least 50 Head Start providers in 24 states, the District of Columbia, and Puerto Rico <a href=\"https:\/\/www.edweek.org\/policy-politics\/dozens-of-head-start-programs-still-arent-receiving-promised-federal-funds\/2025\/02\" target=\"_blank\" rel=\"noreferrer noopener\">were still waiting<\/a> for payments from the federal government. Some programs were waiting at least a week for funds that used to come within 4-5 hours.<\/li>\n\n\n\n<li>The delays in Head Start payments caused centers in <a href=\"https:\/\/www.milwaukeeindependent.com\/newswire\/preschool-closures-follow-delays-funding-head-start-white-house-proposes-programs-elimination\/\" target=\"_blank\" rel=\"noreferrer noopener\">Wisconsin: Wisconsin childcare providers brace for end of federal relief money (CBS News)<\/a> y <a href=\"https:\/\/www.the74million.org\/zero2eight\/there-goes-my-sons-help-wave-of-washington-head-starts-shut-down-as-chaos-engulfs-federal-program\/\" target=\"_blank\" rel=\"noreferrer noopener\">Washington<\/a> to temporarily close, laying off child care workers and leaving families stranded without care.&nbsp;<\/li>\n\n\n\n<li>As of April 15, HHS was <a href=\"https:\/\/www.murray.senate.gov\/new-trump-admin-withholding-nearly-1-billion-in-funding-for-head-start-crunching-centers-nationwide-and-forcing-devastating-closures\/\" target=\"_blank\" rel=\"noreferrer noopener\">withholding<\/a> over $1 billion in Head Start funding for child care centers across the country.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p><strong>Kennedy\u2019s Claim:&nbsp;<\/strong>Secretary Kennedy&nbsp;<a href=\"https:\/\/www.baldwin.senate.gov\/news\/press-releases\/watch-baldwin-presses-rfk-jr-on-mps-lead-crisis-head-start-closures-at-senate-hearing\" target=\"_blank\" rel=\"noreferrer noopener\">claimed<\/a>&nbsp;that he fought \u201cvery hard\u201d to make sure Head Start got its funding next year.&nbsp;<\/p>\n\n\n\n<p><strong>Fact:<\/strong>&nbsp;Details of President Trump\u2019s Fiscal Year 2026 have not yet been released, and other members of the Administration are vehemently opposed to Head Start.&nbsp;<\/p>\n\n\n\n<ul>\n<li>On April 11, it was <a href=\"https:\/\/www.usatoday.com\/story\/news\/education\/2025\/04\/11\/trump-proposal-eliminating-head-start\/83045346007\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> that the Trump Administration\u2019s upcoming budget request would eliminate Head Start.&nbsp;<\/li>\n\n\n\n<li>President Trump released a so-called \u201cskinny budget\u201d on May 2. Though the skinny budget did not eliminate Head Start, it also did not <a href=\"https:\/\/edsource.org\/2025\/head-start-teeters-on-edge-of-chopping-block\/732585\" target=\"_blank\" rel=\"noreferrer noopener\">propose<\/a> an actual funding level\u2013meaning Head Start\u2019s future is still uncertain.&nbsp;<\/li>\n\n\n\n<li>Russ Vought, architect of Project 2025 and Trump\u2019s Director of the Office of Management and Budget (OMB), has openly decried Head Start writing in right-wing think tank <a href=\"https:\/\/americarenewing.com\/wp-content\/uploads\/2024\/03\/Budget-Center-for-Renewing-America-FY23.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a> that it is, \u201clittle more than a federal daycare program, with major indoctrination potential.\u201d Vought\u2019s Project 2025 also claims that Head Start has \u201clittle or no academic value\u201d despite <a href=\"https:\/\/www.edweek.org\/teaching-learning\/trump-allies-say-the-case-for-head-start-is-weak-researchers-say-theyre-wrong\/2025\/05\" target=\"_blank\" rel=\"noreferrer noopener\">overwhelming research<\/a> that says otherwise. OMB plays a critical role in crafting a President\u2019s budget request across agencies, including HHS.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Additionally, the Trump Administration has already begun to sabotage the Head Start program, which primarily serves low-income families of color, immigrant families, and children with disabilities.&nbsp;<\/p>\n\n\n\n<ul>\n<li>On April 1, 2025, the Trump administration <a href=\"https:\/\/www.healthcaredive.com\/news\/hhs-layoffs-notices-rif-restructuring-kennedy\/744045\/\" target=\"_blank\" rel=\"noreferrer noopener\">fired<\/a> thousands of staff from HHS, including from the Administration of Children and Families\u2019 (ACF) Office of Child Care and Head Start. The mass firings included completely shuttering five of the twelve regional Head Start offices, which <a href=\"https:\/\/www.americanprogress.org\/article\/closures-of-head-start-regional-offices-jeopardize-critical-services-for-children-and-families\/\" target=\"_blank\" rel=\"noreferrer noopener\">helped<\/a> 22 states, 6 territories, and 467 Tribal governments implement their Head Start programs.&nbsp;<\/li>\n\n\n\n<li>The loss of regional offices that help administer local Head Start programs has resulted in <a href=\"https:\/\/apnews.com\/article\/head-start-office-closures-hhs-trump-00b1a6b33ef918cb66e59b7ffb07ac13\" target=\"_blank\" rel=\"noreferrer noopener\">uncertainty<\/a> for thousands of children that rely on Head Start across the country, including in <a href=\"https:\/\/alaskabeacon.com\/2025\/04\/09\/alaska-head-start-programs-in-limbo-after-regional-office-closed-by-u-s-health-secretary-kennedy\/\" target=\"_blank\" rel=\"noreferrer noopener\">Alaska<\/a>, <a href=\"https:\/\/www.khq.com\/news\/idaho_news\/head-start-regional-office-serving-idaho-closed-by-hhs-secretary-kennedy\/article_61de88e5-b48f-4fd8-8d39-0471b5ab9190.html\" target=\"_blank\" rel=\"noreferrer noopener\">Idaho<\/a>, <a href=\"https:\/\/michiganadvance.com\/briefs\/head-start-federal-office-serving-michigan-shuts-without-notice\/\" target=\"_blank\" rel=\"noreferrer noopener\">Michigan<\/a>, <a href=\"https:\/\/ctmirror.org\/2025\/04\/15\/ct-head-start-office-closes\/\" target=\"_blank\" rel=\"noreferrer noopener\">Connecticut<\/a>, and more.<\/li>\n<\/ul>\n\n\n\n<p><strong>Kennedy\u2019s Claim:<\/strong>&nbsp;When asked a simple question about HHS withholding federal child care assistance funding (known as the Child Care and Development Block Grant), Secretary Kennedy&nbsp;<a href=\"https:\/\/bsky.app\/profile\/murray.senate.gov\/post\/3lpn3iwj6ec2o\" target=\"_blank\" rel=\"noreferrer noopener\">launched<\/a>&nbsp;into a tirade unrelated to child care, personally attacking Senator Patty Murray, so much so that the Chair of the Subcommittee had to instruct him to \u201chold back.\u201d Kennedy finally admitted that his department is blocking Congressionally approved and appropriated child care funding\u2013but did not offer any reason why.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>Fact:<\/strong>&nbsp;The Trump Administration has&nbsp;<a href=\"https:\/\/www.the74million.org\/article\/officials-sound-alarm-over-delayed-federal-child-care-payments-to-states\/\" target=\"_blank\" rel=\"noreferrer noopener\">failed to send out federal child care funding<\/a>&nbsp;to state agencies. States use these funds to provide child care assistance to millions of families who depend on it to afford child care.<\/p>\n\n\n\n<ul>\n<li>Recent reporting indicates that state agency officials, \u201cwere notified \u2026 the funding has not yet been approved for awards and there was no timeframe for when the grants might be approved.\u201d<\/li>\n\n\n\n<li>Senator Murray herself has <a href=\"https:\/\/x.com\/PattyMurray\/status\/1924948536333844766\" target=\"_blank\" rel=\"noreferrer noopener\">indicated<\/a> that HHS is withholding up to billions in federal child care assistance.
